UPSC Registration, URN and Common Application Form
UPSC now uses a structured online application system built around Universal Registration, a reusable Common Application Form and examination-specific application details. Understanding these stages helps candidates avoid entering inconsistent information or uploading documents at the wrong step.
Do Not Confuse the Current URN System with the Older OTR Process
Candidates may still search online for “UPSC OTR,” but the current UPSC examination portal uses Universal Registration and generates a Universal Registration Number—URN. Always follow the terminology and instructions displayed on the current official portal.
Create or Access Your UPSC Account
Candidates begin through the official UPSC online application portal. The account provides access to registration, saved application details, submitted applications and related services.
Use an active mobile number and email address that you can continue accessing throughout the examination lifecycle.
Complete Universal Registration
Universal Registration contains the candidate’s core personal and identity information. Candidates should verify every entry carefully before using the final lock-and-submit action.
After successful submission, the system generates the candidate’s Universal Registration Number.
Complete the Common Application Form
The Common Application Form stores application information that may be reused across UPSC examination applications, subject to the instructions and editing rules shown on the official portal.
Educational, category and other profile information should match the candidate’s supporting records.
Submit the Examination Application
Candidates then select the relevant examination, complete its specific declarations and preferences, provide the required files, pay any applicable fee and submit the application.
Registration alone does not mean that an examination application has been successfully submitted.
What Is a UPSC URN?
The URN is generated after a candidate completes, verifies, locks and submits Universal Registration. It identifies the candidate’s reusable registration record within the current UPSC online application system.
Do not create multiple registrations simply because you have forgotten login details. First use the recovery and support options provided on the official portal.
Universal Registration is intended to be completed only once.
Check spelling, date of birth and identity details before locking.
Save the URN and account credentials securely for future use.
Later edits remain subject to the correction facilities allowed by UPSC.
Details Candidates Should Keep Ready
The exact fields and documentary requirements must be checked on the official portal. These categories help candidates organise their information before beginning.
Name, date of birth, identity details and other personal information exactly as supported by valid records.
School, graduation and other qualification details applicable to the candidate’s profile and examination.
Reservation, disability or relaxation details supported by certificates satisfying the notified conditions.
Upload files prepared according to the current UPSC instructions shown for the relevant application.
Keep relevant certificates and records available so entered information remains accurate and consistent.
Keep an accepted payment method available where an application fee applies and preserve the final transaction record.
Preliminary and Main CAF Application Windows Are Closed
The Civil Services Preliminary application window closed on 27 February 2026. For candidates qualified through Prelims, the Main Examination Common Application Form confirmation and update window ran from 19 June to 29 June 2026.
Common Mistakes to Avoid
Do not use spelling or sequence variations that conflict with the identity and educational records being relied upon.
Review every reusable registration field before final submission because later editing may be restricted.
Completing Universal Registration or CAF does not by itself submit an application for a particular examination.
Always preview the photograph, signature and other uploads before final submission through the UPSC portal.
Save the successfully submitted application or confirmation record rather than assuming that payment or upload completed it.
Portal traffic, payment failure or document-upload errors become harder to resolve near the closing time.
Check the Official Upload Rule Before Preparing Any File
UPSC determines the required photograph, signature, document, format and upload conditions. QuickPDFNow can help prepare a file only after the candidate identifies the correct requirement.
Use Only the UPSC Online Application Portal
Registration, application submission, correction facilities, payment and application records must be handled through the official UPSC system.
Independent guidance: QuickPDFNow does not create UPSC registrations, recover accounts, edit application records, accept fees or submit examination forms. Portal features and instructions may change, so verify every action on the official UPSC website.
Documents Required for UPSC Civil Services 2026
UPSC does not necessarily require every certificate at the same stage. Candidates may first enter information, later upload specified files and finally produce supporting or original documents when directed by the Commission.
“Keep Ready” Does Not Always Mean “Upload Now”
A document may be needed only for entering accurate information, uploading during a later examination stage or producing during verification. Upload only the documents specifically requested on the official UPSC portal or in the applicable notice.
Records Used to Enter Details
These records help candidates enter consistent personal, educational and category information in Universal Registration and the Common Application Form.
- Matriculation or Class 10 certificate
- Valid identity-document details
- Educational qualification records
- Category or reservation information
- Active mobile number and email address
A record used for reference is not automatically an upload requirement.
Files Requested by the Portal
Candidates should upload only the photograph, signature, identity or supporting files requested for the applicable UPSC application and examination stage.
- Candidate photograph
- Candidate signature
- Photo-identity details or file, where requested
- Specified certificates or supporting files
- Payment or application confirmation record
Check format, file size, clarity and preview before final submission.
CAF and Stage-Specific Records
Candidates qualified for the Main Examination must complete the applicable CAF requirements and provide the information, choices or supporting material directed by UPSC.
- Educational qualification information
- Category and relaxation details
- Service and cadre-related preferences
- Main Examination centre or paper choices
- Fee-payment record, unless exempt
The exact CAF fields and uploads must be taken from the live portal and official Main Examination notices.
Certificates Produced Later
Candidates called for later stages may be required to produce original documents and valid supporting certificates for verification.
- Date-of-birth evidence
- Graduation or equivalent qualification proof
- Category or reservation certificate
- Disability certificate, where applicable
- Other eligibility or service-related certificates
Claims that cannot be supported by valid documents may be rejected.
Core Records Most Candidates Should Organise
This is a preparation list, not a statement that every item must be uploaded during the same application stage.
Keep the matriculation, secondary-school or recognised equivalent certificate containing the accepted date of birth.
Keep the identity document used in the application available and ensure its details match the information entered online.
Keep the degree, provisional certificate, marksheet or other accepted evidence of the qualifying educational requirement.
Prepare the photograph only according to the current application instructions, including any date, name, format or file-size requirement shown by UPSC.
Use a clear signature file prepared in the permitted format and ensure that the uploaded preview is readable.
SC, ST, OBC, EWS and other eligible candidates should maintain valid certificates satisfying the relevant format, authority and date conditions.
Candidates claiming PwBD-related benefits should keep the prescribed and valid supporting certificate ready.
Ex-servicemen and candidates claiming another notified relaxation should preserve the relevant supporting records.
Keep appropriate legal or official evidence where the candidate’s name differs across important records.
Save the final submitted application, registration details, payment confirmation and other acknowledgements generated by the portal.
Certificate Validity Matters as Much as the Certificate Itself
A certificate may exist but still fail to support a claim if it does not meet the prescribed issuing-authority, format, category, date or validity conditions.
Keep the applicable caste or tribe certificate issued by a competent authority under the prescribed conditions.
Confirm eligibility under the applicable OBC and non-creamy-layer conditions and check the certificate requirements carefully.
Verify the required income-and-asset certificate conditions, relevant financial year and prescribed issuing authority.
Keep the prescribed disability certificate and any additional supporting documentation required for the claimed provisions.
Do not select a category merely because a certificate application is pending. Confirm the exact UPSC rules governing possession, issue date and production of the required certificate.
The Same Candidate Details Should Match Across Records
Differences in names, dates, category details or qualification information can create verification problems. Review the source records before copying information into the UPSC portal.

UPSC 2026 Photo & Signature Requirements
Prepare your photograph and signature only after checking the current UPSC upload instructions. The Civil Services Examination 2026 uses specific photograph, live-photo and signature requirements within the Common Application Form.
An Uploaded Photograph and Live Photograph Are Not the Same Thing
UPSC requires applicants to upload a photograph and also capture a live photograph while completing the Common Application Form. Preparing an uploaded image does not replace the live-photo step required on the official UPSC portal.
UPSC Photograph Requirements
The uploaded photograph should be recent, clear and prepared according to the official UPSC photo instructions.
Use a clear and recent colour photograph.
Face should cover approximately 75% of the photograph area.
Look directly towards the camera with proper face alignment.
Keep the head centred and both ear lobes visible.
Eyes should remain open and facial edges clearly visible.
Use a plain white background without shadows.
Blurred photos, dark backgrounds, incorrect face alignment, hidden eyes, glare on spectacles, shadows, cropped facial features or photographs where the face is too small or too close to the camera.
UPSC Signature Requirements
Civil Services Examination 2026 candidates must prepare the signature source exactly as instructed by UPSC before creating the digital upload file.
Use black ink on clean plain white paper and capture all three signatures clearly in the image prepared for upload.
Sign manually on clean plain white paper.
Use black ink for all three signatures.
Place the signatures one below another.
Scan or capture the complete signature area clearly.
Keep the image well-lit and free from shadows.
Ensure every signature remains clear and legible after resizing.
UPSC Live Photograph Capture
While completing the Common Application Form, candidates are required to capture a live photograph in addition to uploading their prepared photograph. The live capture must be completed through the official application workflow.
Live-photo capture is part of the official UPSC application system and must be completed directly through the UPSC portal.
From Original Image to UPSC Upload
Do not resize blindly. Start with the official requirement, prepare the source correctly and inspect the final output before uploading it.
Take the photograph correctly or prepare the three-signature sheet before making digital adjustments.
Confirm format, permitted file size and current portal instructions from the official source.
Resize or compress the image where necessary while preserving clarity and the required visual content.
Open the prepared file and check the face or signatures before proceeding to the official portal.
Select the correct prepared file and verify that the portal preview displays it correctly.
Need to Prepare Your UPSC Photo or Signature?
Use the Exam Photo & Signature Resizer to resize and prepare your image using the target dimensions and file-size requirement you enter.
Use the tool correctly: QuickPDFNow prepares the digital file using the targets you provide. It does not automatically certify that an image complies with every UPSC rule. The photograph composition and three-signature source must already follow the official instructions before resizing or compression.

UPSC Civil Services 2026 FAQs
Find concise answers about eligibility, attempts, registration, documents, photo and signature requirements, examination stages and official application procedures.
01 What is the age limit for UPSC Civil Services 2026?
A candidate must have attained 21 years of age and must not have attained 32 years of age on 1 August 2026. This corresponds to a date of birth between 2 August 1994 and 1 August 2005 for candidates using the general age limit.
Eligible reserved and specified categories may receive upper-age relaxation under the official rules.
02 What educational qualification is required for UPSC CSE?
Candidates must hold a graduate degree from a recognised university or possess an equivalent qualification accepted under the UPSC notification.
Final-year and result-awaited candidates may be admitted provisionally subject to the documentary conditions specified by UPSC.
03 How many attempts are allowed in UPSC Civil Services?
General and EWS candidates ordinarily receive six attempts. Eligible OBC candidates receive nine attempts, while eligible SC and ST candidates may attempt the examination without a separate attempt limit, subject to the applicable age limit.
PwBD attempt provisions depend on the candidate’s underlying category. Appearing in even one Preliminary Examination paper is treated as an attempt.
04 Is UPSC OTR still used for the 2026 application?
The current UPSC application framework uses Universal Registration, a Universal Registration Number and a Common Application Form.
Candidates may still encounter the older term “OTR” in searches and past guides, but they should follow the terminology and process displayed on the current official UPSC portal.
05 What is the UPSC Universal Registration Number?
The Universal Registration Number, or URN, is generated after the candidate completes, verifies, locks and submits Universal Registration on the UPSC application portal.
Candidates should preserve their URN and account credentials because the registration record may be reused for future UPSC applications.
06 Does completing UPSC registration submit the examination form?
No. Completing Universal Registration or the reusable profile does not automatically submit an application for a particular examination.
The candidate must select the relevant examination, complete its specific application fields, upload required files, complete any applicable fee process and confirm final submission.
07 Which documents are required for UPSC Civil Services 2026?
Candidates should organise date-of-birth proof, identity information, educational records, category certificates where applicable, photograph, signature and application records.
Not every document is uploaded at the same stage. Candidates should upload only the files requested by the official portal and preserve original records for later verification.
08 What is the UPSC 2026 photograph file-size requirement?
The official upload instructions specify a JPG photograph within the stated 20–200 KB range. The photograph should use a plain white background and satisfy the official face-position and visibility instructions.
Candidates should recheck the live portal instructions before uploading because technical requirements may be updated.
09 How should the UPSC CSE 2026 signature be prepared?
For the Civil Services Examination 2026, the candidate must sign three times, one below another, using black ink on plain white paper.
The complete signature area should then be captured clearly and prepared as a JPG file within the official upload limit.
10 Is live-photo capture compulsory for UPSC CSE 2026?
UPSC requires live-photo capture as part of the Common Application Form process in addition to the uploaded photograph.
The live photograph must be captured through the official UPSC application workflow. A resized photograph prepared through QuickPDFNow cannot replace that portal step.
11 Do UPSC Preliminary marks count in the final merit list?
No. The Preliminary Examination is a screening stage used to shortlist candidates for the Civil Services Main Examination.
Final ranking is based on marks counted from the Main written examination and Personality Test.
12 Is CSAT qualifying in UPSC Prelims?
Yes. General Studies Paper II, commonly called CSAT, is qualifying in nature. Candidates must obtain at least the notified 33% qualifying standard.
